Governments in the ECOWAS region have always endeavored (among other things) to attract more foreign direct investment (FDI) in order to exploit the region's economic potential. However, their attempts to create a climate that inspires confidence in the international investment community, and to create an environment that helps businesses to grow and prosper, have often been diluted by the instability of the political environment in most member states. This instability is the result of social tensions and changes in the political behavior of certain governments, all of which remain beyond the control of investors. Indeed, an encouraging number of investors are making sovereign guarantees from the governments of member states a prerequisite for investment in the region.
Responding to requests from international investors for protection against political risks, the ECOWAS legislative bodies were heartened by the provisions of their own treaty (in article 51-e) which provides for “the establishment of an investment guarantee mechanism in the ECOWAS region to ensure the safety and security of investments and to facilitate access to financing”, ordered the ECOWAS Commission to take practical measures for the effective implementation of “THE PROJECT”, i.e. the establishment of an investment guarantee mechanism for the ECOWAS region. On May 16, 2014, the President of the ECOWAS Commission officially inaugurated THE PROJECT IMPLEMENTATION COMMITTEE (PIC) and, on behalf of the Council of Ministers, gave it its mandate to carry out the tasks approved by the said Council. Subsequently, by letter dated July 31, 2014 addressed to the President of EBID, the ECOWAS Commission approved the performance of a due diligence mission for and on behalf of its member states. The GTG partners were appointed to carry out this due diligence mission on the ATI-ECOWAS partnership project in July 2014. |
